The 'external affairs' power of the commonwealth parliament means that it can legislate to implement international treaties
The High Court in Australia has also recognised the importance of Australia being bound by international conventions or treaties

Regional agreements implemented
Australia began to act independently in foreign policy after World War II
In this period Australia began to make economic and security agreements with our regional neighbours

Australia is a 'dialogue partner' with the Association of Southeast Asian Nations (ASEAN)
